ในเดือนเมษายน พ.ศ. 2552 กองทัพสหรัฐอเมริกาได้ตีพิมพ์ “คู่มือผู้บัญชาการเพื่อใช้เงินเป็นอาวุธ” (Commander’s Guide to Money as a Weapons System) ซึ่งเป็นคู่มือที่ให้คำแนะนำในการใช้งบประมาณด้านการพัฒนาเพื่อให้ได้รับความสนับสนุนจาก “ประชาชนในท้องถิ่นในความพยายามที่จะเอาชนะผู้ก่อความไม่สงบ” ในช่วงฤดูร้อนที่ผ่านมา รัฐบาลสหรัฐฯ ประกาศแผนการที่จะเพิ่มงบพัฒนาเป็นเกือบสองเท่า (เป็นจำนวน 1.2 พันล้านเหรียญสหรัฐฯ) ซึ่งจะเป็นงบประมาณหลักที่เหล่าผู้บัญชาการทหารในอัฟกานิสถานใช้เพื่อสนับสนุนโครงการที่มุ่ง “เอาชนะจิตใจของประชาชน”

on the justice system in the trial of security related cases
in the Southern border provinces
มูลนิธิผสานวัฒนธรรมและศูนย์ทนายความมุสลิมเป็นองค์กรภาคประชาสังคมที่ให้ความช่วยเหลือทางกฎหมายและส่งเสริมสิทธิมนุษยชนในพื้นที่จังหวัดชายแดนภาคใต้มาตั้งแต่ปีพ.ศ. 2549 ได้มีข้อเสนอต่อหน่วยงานรัฐบาลเกี่ยวกับการแก้ไขปัญหาความขัดแย้ง การใช้ความรุนแรงในการความไม่สงบ และข้อเสนอในการนำความสงบสุขสันติ โดยเฉพาะอย่างยิ่งในประเด็นปัญหาเรื่องการเข้าถึงความยุติธรรมมาโดยตลอด ทางมูลนิธิผสานวัฒนธรรมและศูนย์ทนายความมุสลิมได้จัดทำข้อเสนอต่อฝ่ายตุลาการต่อกระบวนการยุติธรรมในคดีความมั่นคงในจังหวัดชายแดนภาคใต้นับแต่มีการประกาศใช้กฎหมายพิเศษคือกฎอัยการศึกและพรบ.ฉุกเฉิน เพื่อเป็นข้อมูลและประเด็นถกเถียงที่ทุกภาคส่วนจะได้นำมาประกอบการพิจารณาด้านนโยบายด้านกฎหมาย ด้านความมั่นคง และแนวนโยบายด้านสิทธิมนุษยชน โดยเฉพาะอย่างยิ่งการที่รัฐบาลได้ประกาศไว้ว่าจะพิจารณายกเลิกกฎอัยการศึกและจะมีการนำกฎหมายความมั่นคงภายในมาประกาศใช้เป็นการทดลองในพื้นที่ 4 อำเภอจังหวัดสงขลาในวันที่ 30 พฤศจิกายน พ.ศ. 2552
